How Much Time is this Going to Waste?

Phil Jennerjahn has been talking for weeks about recalling the Mayor.  Today was the kickoff event to which news reports note about 25 showed up to.

At about 3:30 p.m. Tuesday Phil reported the following on his Facebook page:

Phil Jennerjahn We already have our first COMPLETED petition for the RECALL of Mayor Antonio Villaraigosa. One down . . 

The petition document has space for only five signatures.  Does that mean Phil only had five signatures several hours after launching the recall?
